AMMAN - The second phase of the Health Systems Strengthening Project (HSS II) was launched on Monday under the Patronage of Jordan's Minister of Health HE Dr. Nayef Al Fayez at the InterContinental Hotel.


The HSS II project is designed to support the Kingdom's Ministry of Health (MOH) in its efforts to address the country's major health challenges today - reducing fertility rates, improving women's health, family planning and reproductive health services and facilitating access to healthcare services and information- by strengthening key health system elements that most directly affect performance in these areas.


Mr. Mustafa Nasserdein, executive director of Talal Abu-Ghazaleh & Company International (TAGI) which is part of the Project's senior management team said "We are proud to be part of this successful project which will aim at increasing the level of health awareness in the society and help achieve better health care levels."


The HSS II will build on the achievements of the HSS Project, supporting improvements in the quality of services at hospital and primary health care levels and will promote the principles and practice of knowledge management to ensure utilization of information systems that inform decision making and knowledge dissemination at all levels of the health care system.


According to Nasserdein, "the project will also implement a holistic quality improvement strategy that builds competency and commitment to primary health care service improvement, institutionalize a safe motherhood program, increase access to family planning, improve community health and develop human resources in addition to others."


The project's first phase which started September 2009 and will end February 2010 focuses on renovating and equipping the emergency rooms and obstetric and neonatal wards of selected hospitals and associated training, Meanwhile, Phase II started January 2010 and will end August 2014 through the new five year health systems and services project funded by USAID/Jordan and implemented by Abt Associates and its partners in close coordination with the MOH and the Royal Medical Services.

Union of Arab ICT Association (IJMA3) announced that HE Dr. Talal Abu-Ghazaleh, Chair of the UN Global Alliance for ICT and Development, will address the opening session for the events of the upcoming Mena ICT Week 2010, to be held January 26-28 in Bahrain.


The Mena ICT Week 2010 will be held under the patronage of H.E. Shaikh Ahmed Bin Atiyatalla Al Khalifa, Minister of Cabinet Affairs and in partnership with Bahrain Internet Society, IJMA3, US Commercial Service Gulf Future Business, Bahrain E-Government Authority, and ARISPA. It will under the theme "Driving Economies for a Better Future."
The US State Department Senior Advisor for Innovation, Mr. Alec Ross, is also going to participate in this event, according to the announcement.

The announcement expressed their pleasure with HE Dr. Abu-Ghazaleh's participation and described him saying that his "name has been synonymous with global ICT leadership for decades. He has been a pioneer in industry and international diplomacy. As the founder and Chairman of Talal Abu-Ghazaleh Company (TAGCO) and Abu-Ghazaleh Intellectual Property (AGIP), he quickly became known as the "godfather of Arab accounting."

"After a series of prestigious appointments, UN Secretary General Ban Ki Moon appointed Abu-Ghazaleh deputy chairman of the UN Global Compact in 2007, a leading initiative to encourage businesses worldwide to adopt sustainable and socially responsible policies. Later than year, he was inducted into the IP Hall of Fame, thus joining the world's most prominent figures in IP. Recently, Abu-Ghazaleh took over as Chair of the UN Global Alliance for ICT and Development, a leading global initiative composed of leading representatives from the international public, private and civil society sectors," the announcement added.

The Conference of the Mena ICT Week 2010 will host distinguished speakers, experts and guests both at regional and international levels. In addition, the event will host the Arab Golden Chip Awards that recognize Arabs who have contributed to the development of ICT in their countries and in the Arab region.

Abu-Ghazaleh says global financial crisis is far from over .


BEIRUT: Arab Society of Certified Accountants (ASCA) Chairman Talal Abu-Ghazaleh painted on Tuesday a bleak picture of the mid- and long-term impact of the global financial crisis, saying that it won’t end unless the global financial system is entirely changed. “There is a rumor that the world will end in 2012 and some people are genuinely concerned that the world may end in 2012. As for me, I am not worried at all, because I know the world already ended in 2008 and an incipient world is rising from that terminus,” he said.


“Analysts have on many occasions declared that the crisis will only last for a month or two but I have always believed and I am saying it one more time: The crisis will be with us throughout the next decade” he said.

 
Abu-Ghazaleh said that the crisis did not end but it was only put on hold through the stimulus packages injected by the developed governments.


“These packages pose dangers because they moved the burden from the private sector to the governments,” he added. “In the meantime, unemployment, bankruptcies, governmental deficits, slow growth, high spending, economic weakness, governmental debt explosion, debt service growth, deflation, and possible stagflation all of which are a recipe for ‘how great powers fall’.”


His remarks came during the opening of the Arab financial and accounting forum which took place at the Movenpick Hotel in Beirut. Entitled “The G20 resolutions: Their financial, economic and accounting implications,” the forum was organized by ASCA and Talal Abu-Ghazaleh and Co. International (TAGI), in cooperation with Banque Du Liban, Union of Arab Banks, the Lebanese Association of Certified Public Accountants (LACPA), and World Union of Arab Bankers (WUAB).

 
It was organized in response to the G-20 summit resolutions to achieve substantial change in the international accounting and auditing standards so that they more accurately reflect the economic events, and consequently provide protection to the state economies from financial crises.

 
Abu-Ghazaleh expressed his surprise at some analysts’ comments about recovery from the crisis while the unemployment rate is continuously increasing.


“I hope that these allegations don’t mask the reality of the crisis or change distorts its concept,” he said.

 
The unemployment rate in the Middle East region is rising to between 9 and 11 percent this year, the director general of the International Labor Organization (ILO), Juan Somavia said two months ago during the Arab employment forum, describing the figure as being “only the tip of the iceberg.”


“A jobless recovery will not be sustainable; not socially, not economically, not politically,” said Somavia, adding that the central objective is a rapid recovery in employment, together with a basic social protecting floor that goes hand in hand with economic recovery.

Somavia’s views were echoed by those of Abu-Ghazaleh, who said that his greatest fear is that financial, fiscal and economic crises may subsequently develop into de-stabilizing social and humanitarian crises.


On the other hand, Abu-Ghazaleh showed some optimism by saying that the crisis is an opportunity that should not be wasted. “I believe that we have ahead of us an opportunity which should not be missed and we need to turn these challenges into advantages,” he added.


Abu-Ghalazeh placed a great importance on Pittsburgh summit that took place on September 24-25, 2009, when leaders called on international accounting bodies to redouble their efforts to achieve a single set of high quality global accounting standards within the context of their independent standard setting process.


“They also designated the G-20 as the premier forum for our international economic cooperation. They also have asked the accounting profession to report back at the next meeting with recommendations on how to maximize the effectiveness of cooperation,” he added.


He continued by saying that G-20 have always blamed the accounting society for not adopting better standards.
However, he added, that changing the international standards is a complicated process which takes at least three years since it goes through what is called a due process.


“If we wait that long, we will not be able to avoid the negative impact of the crisis,” Abu-Ghazaleh said.

 
Therefore, he added, ASCA and Talal Abu-Ghazaleh Organization (TAGorg) added an 11th program to 10 iniatially announced including the governance testing program, stress testing origram, valuation testing program and others.


For his part, Antoine Gholam, president of the Lebanese Association for Certified Public Accountants (LACPA), criticized the current situation of accounting standards in the Arab world which he described as being unorganized and they lack coordination.


“I was participating yesterday in Cairo in a meeting for the board of directors of one of the formal Arab associations involved in accounting and auditing tasks, and they unfortunately spent a great amount of time discussing whether to locate the association headquarters in Cairo or Baghdad,” he added.

 
Among the speakers was Alain Bifani, general director of the Finance Ministry, who was representing Rayya Haffar, the minister of finance.


He underlined the importance of cooperation between the public and the private sector in order to achieve financial stability. Bifani also emphasized the importance of reviewing the accounting system in Lebanon in addition to the financial regulations as a first step to upgrading the accounting standards.

Arab Society of Certified Accountants holds its annual meeting in Beirut .


The Arab Society of Certified Accountants (ASCA) held its annual meeting yesterday in the Lebanese Capital, Beirut under the chairmanship of its Board Chairman, HE Dr. Talal Abu-Ghazaleh.

HE Dr. Abu Ghazaleh opened the meeting with a speech in which he reviewed the achievements of ASCA over the past twenty-five years for the Arab accounting profession and accountants.

Discussing the global economic crisis and its repercussions on the Arab world, Abu-Ghazaleh announced that ASCA and Talal Abu-Ghazaleh Organization took the initiative and called for the Arab Financial and Accounting Forum to be held on 22-23 December in Beirut, in cooperation with the Banque de Liban, Union of Arab Banks, World Union of Arab Bankers and the Lebanese Association for Certified Public Accountants to discuss the repercussions of the global economic crisis and explore ways to address them.

On the achievements and aspirations of ASCA, Abu-Ghazaleh said,"Now, 25 years of hard and tireless labor have passed. The dream has not only come true; but ASCA's role has been regionally and internationally consolidated. At the regional level, ASCA became the home for graduates of accounting, business and economics as well as accounting practitioners from the Arab world, who seek to improve, advance and develop their professional and academic skills in order to be qualified to obtain the Arab Certified Professional Accountant (ACPA) certificate, which enables them to practice accounting in most Arab countries."


"In my view, the role of ASCA does not end here. I believe that the management and members of ASCA have the determination and resolution to achieve more accomplishments for the Arab financial and economic sectors, and the practitioners in general." He added.

Abu-Ghazaleh then presented the Board of Directors' report on ASCA's activities in 2009, which came as a continuation to the achievements of ASCA in its efforts over the past 25 years in pursuit of its objectives, notably Arab capacity building in the areas of the accountancy profession and all its branches. The profession, he noted, have experienced significant and rapid developments during the past two decades, and ASCA has kept abreast of such developments and thus became one of the top of international professional institutions and organizations.

The report stated that the Arab Certified Professional Accountant (ACPA) certificate issued by ASCA in cooperation with the International Examinations of the University of Cambridge has proven itself and managed to receive official recognition from most Arab countries as an accredited qualification for practitioners of accounting and auditing professions and for licensing accountants and auditors. ASCA has recently signed an agreement with the British Chartered Institute of Management Accountants to launch the first Arab certificate in Islamic trade and accounting.

The report reviewed the extensive efforts by ASCA in the areas of qualification and training in all parts of the Arab world. ASCA also issue the Arabic authorized translations of the international accounting, auditing standards and professional code of ethics as adopted by the International Accounting Standards Board (IASB) and the International Federation of Accountants (IFAC), in addition to enriching the Arab library with reference books in the certified accounting and auditing.

The meeting was attended by members of the Board of Directors and other ASCA members from various Arab countries including Lebanon, Egypt, Jordan, Palestine, Saudi Arabia, United Arab Emirates, Tunisia, Syria, Libya, Iraq, Qatar, Yemen, Algeria and Bahrain.
