Abu-Ghazaleh calls for developing a strict training program to combat corruption


AMMAN----- December 19, 2011--------- HE Dr. Talal Abu-Ghazaleh, chairman of the Arab Society of Certified Accountants (ASCA) inaugurated the Scientific Open Day at the Isra University and tackled in a special seminar economic corruption.

In his speech during the seminar entitled "International Accounting Standards in the General and Private Sectors: Proactive Measures to Combat Economic Corruption," Dr. Abu-Ghazaleh said that there is no political reform without economic reform.

"The economic reform is the priority for citizens and all efforts should be focused on combating corruption and finding ways to stop it," he said.

"Corruption in the private sector is more dangerous than in the government because the corruptor in the private sector works and thinks alone. Regulations should be implemented in the private sector which is considered a main pillar for the national economy," he added.

He said "We need new economic era dedicated to fighting corruption and establishing political and economic will together in an integrated manner."

He stressed on the need to be practical in fighting corruption stating that we have to establish a cultural, ethical, social and educational system and set an ethical and legal charter to stop corruption to be jointly founded by the University and ASCA under the title "Good Citizenship" or Good Administration" to be presented to the decision maker.

Dr. Abu-Ghazaleh tackled the International Public Sector Accounting Standards (IPSAS) which are considered the main guidance of financial disclosure and ethics of accounting which were specifically developed to clarify mechanisms of preparing financial reports by financial officials at the public sector. He added that governments need to adopt such standards as they are one constant reference and they as well enable governments to meet their financial commitments and enhance their abilities to better deliver current and future services.

HE Abu-Ghazaleh underlined the resulting financial statements from the implementation of those standards and the fields of their implementation saying that the standards are implemented on financial statement of the public purpose for the public sector’s institutions and apparatuses including the national, central, regional and local governments along with their affiliates.

Meanwhile, Prof. Numan Al Khateeb, University president said the "Isra University focuses on hosting such important events which tackle the life of citizens. Corruption today is considered one of the most serious issues around the world especially as we are celebrating the "Anti Corruption Day" so let us commit to fight corruption and punish all those who dare to be corrupted."

Meanwhile, a cooperation agreement between the University and ASCA was signed followed by a special ceremony in which trophies were exchanged.
