Mr. Abu-Ghazaleh started by emphasizing that human resources is one of the most important contemporary topics, and wondering aloud how it may be affected by the WTO systems. His speech also dealt with the articles and conditions related to this topic, set out in the WTO conventions and in particular the General Agreement on Trade in Services (GATS), and the resulting effects on Arab and developing countries. On this he elaborated by stating that opening up to the world is in the interest of Arab nations, but this doesn’t mean opening up completely and automatically and that there is still along road ahead in this regards.

Abu-Ghazaleh pointed out to the European model where there is no common language. By comparison therefore, there is enormous potential in the in the Arab region, and the first step should be achieving greater regional integration in the area. This implies overcoming narrow-minded national protection that all Arab nations are guilty of.
