Research of an Arab Qualification Program and Deciding upon the Unified Contract of Technology Transfer

BEIRUT - The Licensing Executives Society – Arab Countries (LES-AC) convenes its annual meeting on April 25, 2003 in Beirut, under the patronage of the Lebanese Minister of Economy and Trade, Mr. Marwan Hamadeh, and under the chairmanship of LES-AC chairman Mr. Talal Abu-Ghazaleh.
 
The meeting will include numerous vital topics associated with licensing and technology transfer, the most prominent of which is the professional qualification program at the level of the Arab region. A plan will be put in place to execute the program in Arab countries, which aims to qualify those interested and practicing in this area to obtain the IP Licensing Certificate.
 
The meeting will also discuss the system and work mechanism of the society’s consultative council, which includes industrial companies and major institutions in the Arab region. This council was created to enhance the society’s activities.
 
On the meeting’s agenda is also a project for a database on licensing in Arab states, as a special questionnaire will be adopted, which will be circulated to all concerned companies and institutions, with the purpose of creating this comprehensive database on licensing and technology transfer in the Arab world. This will be available for usage by both the governmental institutions and the private sector, in addition to foreign investors.
 
One of the other vital topics at the meeting is the adoption of the Unified Arab Contract of Technology Transfer. The adoption of this contract will assist in breaking the monopoly of technology owners and exporters, and also provides useful information to officials in charge of negotiations and licensing contracts, whether they’re in the private or governmental sector. It is noteworthy that a unified contract will lead to saving money for technology importers in Arab nations.
 
Another article on the agenda relates to adopting a plan for activating the “Arab International Conference on Digital Knowledge”, such that this becomes an annual conference held in Arab capitals and discusses licensing and technology transfer.
 
The participants will also discuss LES-AC’s role in creating an Arab center for pharmaceutical industry technology and related patents, with this center being in Lebanon.
An open dialogue on the status of licenses in Arab nations will occur, since IP laws in some of these lack material relating to technology transfer and licensing.
 
Additionally, the general budget will be adopted and other administrative issues will be reviewed.
 
LES-AC was created in 1997, with the aim of contributing to social and economic development in the Arab world through human and technical-capacity building in the fields of licensing and technology transfer, and spreading awareness in all aspects of advancing national technology.
