A Proposal for Internet Governance

The world is indebted to the USA for the role it has played in the creation and development of the Internet.
We need to continue to internationalize the Internet, to maintain it as the only world information society network.
Whether the cross-border legal, political, economic, social, cultural, and security considerations require a global initiative for discussion on the management of cyberspace are important questions to consider.
The UN ICT Task Force, as the only global, multi-stakeholder entity enjoying international legitimacy may provide the appropriate forum and umbrella for continued discussions to the Tunis phase of the Summit as follows:
1. Maintain the operational management of the Internet under private sector leadership, driven by the dynamics of business.
2. Support ICANN's continued evolution, preserving private sector leadership while bolstering global legitimacy.
3. Set up within the TF a Governance Commission to be chaired by the US permanently, with membership from ITU, WIPO, WEF, ICC, UNCTAD, in addition to one representative from each continent.
4. Encourage the processes of International Domain Names implementation and Intellectual Property Rights protection.

This proposal is consistent with the Summit discussions to date, which have now called for the UN Secretary-General to set up an advisory group to address this complex issue. As an already-existing, multi-stakeholder and internationally legitimate body, the UN ICT Task Force is the ideal forum.
